     I am applying for a job in the independent sector.  I have been asked to fill in an application form and enclose references and a CV.  The application form does not have space for a Personal Statement, and neither have they requested that I attach one.  

     What should I do?  Should attach one anyway, or write a letter of application (long cover letter) even though they have not asked for it?

    School still in Dark Ages, asking for cv, and references sent by you.

    Goodness, goodness me!

    Yes, do include a long application letter - by long I mean 2 sides max.  I suggest that you also do a one-page executive summary as set out in the How to Get Shortlisted.  Make sure that you browse a bit on the Independent forum doing a search "application" to get an idea of what to include.
